Building infrastructure for a new era of crisis response

The Missouri Department of Mental Health (MO DMH) and the Missouri Behavioral Health Council (MBHC) partnered with Chorus to create MOConnect, a unified platform that coordinates crisis care across 25 partner agencies and has served 5.1K + cases of crisis care to date.

When the 988 Suicide & Crisis Lifeline launched in 2022, it represented a transformative opportunity for mental health crisis care nationwide. Missouri recognized the need to build supporting infrastructure that could match the scale and ambition of this national initiative.

The Missouri Department of Mental Health (MO DMH) and the Missouri Behavioral Health Council (MBHC) set out to create a statewide platform that would empower providers to focus on what they do best: delivering care to people in crisis.
the challenge

Fragmented information systems hindered coordinated response

25 behavioral health agencies across Missouri each delivered quality care within their service areas, but operated independently with different systems, creating coordination gaps and making statewide reporting challenging.

Additionally, multiple overlapping service areas made it difficult for 988 contact centers to quickly identify the correct response team. Referral information, critical safety details, and outcomes were tracked in separate tools, preventing seamless information sharing between contact centers and mobile crisis teams. There was no single place to view a client's complete journey from initial contact through mobile crisis response.

Missouri recognized an opportunity: the right infrastructure could transform these independent efforts into a coordinated statewide system.
the solution

A custom-built crisis coordination platfrom

Chorus worked directly with MO DMH, MBHC, and partner agencies to leverage Chorus’ platform and templates to build a system that reflects the way crisis services are delivered in Missouri. The solution was tailored collaboratively with input from providers at every stage, from initial design through a five-agency pilot in fall 2024 to statewide deployment with dedicated regional training.
